Biography
National Experience
Steve has been an evaluator for the US Department of Education's Small Business Innovative Research Grant (SBIR) program. For example, during the 1999-2000 evaluation year, he led evaluations for promising technology for seventh and eight grade mathematics.
He has also participated as a member of US Department of Education's Office of Educational Research and Improvement (OERI) GPRA Evaluation Team. This team is tasked to independently judge the research merit of R&D funded by the US Department of Education.
In 1998, Steve was selected by the US National Academy of Engineering (NAE) to be a participant in the Frontiers of Engineering Conference, a gathering of 100 of the nation's top young (ages 30-40) engineering leaders. He remains active in NAE and National Academy of Science (NAS) activities, including joint initiatives between the National Academies and the US Department of Education.
Since 1997, Steve has worked on the technology planning and implementation of the innovative (and highly publicized) Celebration School (in association with The Walt Disney Company), where a very high degree of instructional technology has been implemented in a K-12 environment. In 1999, he was an invited participant in a Hoover Institution conference on International Cooperation to Combat Cybercrime and Terrorism. Approximately 50 of the nation’s leading experts in law, technology, and diplomacy were the attendees. The goal of the meeting was to develop a Draft International Convention document on Cybercrime and Terrorism. This draft treaty has been considered by the Organization of American States (OAS). Steve was an invited speaker and participant to the 1998 National Convention on Community Policing in Chicago, Ill., sponsored by the US Department of Justice. At that meeting, he introduced innovative new ways to use technology to enhance the effectiveness of police forces.
Maryland State Experience
Steve was appointed co-chair of the Maryland Information Technology Board's subcommittee on Internet User Privacy. Click to see more.
He was instrumental in the co-authoring of legislation on Internet Privacy which went into effect in 2001 (SB199/HB277).
Steve worked with Maryland's Technology Development Corporation (TEDCO) to offer amendments to the Maryland Cigarette Restitution Fund legislation (SB896) which provided opportunities for private industry to participate in state sponsored cancer research and development.
Steve was appointed to the "Maryland Home Team," which is a group supporting Governor Glendening's National Governor's Association initiative aimed at making states more entrepreneur friendly. Click here to see more.
In 1998 Steve was appointed by the Governor of Maryland to serve on a state wide Task Force on High Speed Network Development. In this capacity he was actively involved in the formulation of policy and technical recommendations pursuant to executive and legislative actions. This year, Mr. Rizzi also supported the constructive amendment of HB1197, a bill aimed at allowing the Maryland State Department of Education to move forward with state-of-the-art, network delivered instructional media for students and teacher training.
Local Experience
Steve served on the Anne Arundel County Technology Transition Team, under appointment by the County Executive, Ms. Janet Owens. In this appointment, Mr. Rizzi led the education technology sub-committee.
He has advised the Anne Arundel County Public Schools (AACPS) on instructional technology since 1995.
Steve supported the University of Maryland University College (UMUC) Technical Advisory Group (TAG). In this capacity, Mr. Rizzi provided technical advice and strategic guidance to the university on technology applicable to instructional delivery.
Given his expertise in education, technology, and international business, Steve was asked to serve on the AACPS Study Group on Early Language Learning.
Steve has presented on technical and business topics to both the Anne Arundel High Tech Council and the AA County CEO Breakfasts (conducted under the Gary Administration).
He has also worked with the county school system and the Anne Arundel County Economic Development Corporation on the preparation of federal grants to help fund innovative technology projects in the county.
Activity in the Community
Since 1992, his children have attended public school in Crofton, MD. He has been active in both PTA and CAC activities at those schools.
For four years, Steve has been involved in Odyssey of the Mind and Destination Imagination, including managing a Crofton Middle School team to the state championship this year.
Through his business, Steve has been a member of the “Building Bridges” group, sponsored by the 21st Century Education Foundation in Anne Arundel County. This group was established to help develop partnerships between businesses and local schools.
Steve has been the United Way corporate coordinator for his company in Anne Arundel County.
He also served as the President of the Huntington Woods Property Owners Association for two years.

KEY RESPONSIBILITIES
Steve is a corporate officer in a $6B a year private R&D company. In addition to his corporate responsibilities, he also manages a 100 person portion of the company, based in Annapolis, Maryland.
LOCAL RESPONSIBILITIES
Steve leads a laboratory of computer scientists and engineers who are involved in a range of Information Technology projects for both Government and Commercial clients. These projects include IT system development for companies in the finance, education, insurance, pharmaceutical, telecommunications, and entertainment industries. These efforts include basic research in advanced, electronic commerce, information security and protection, intelligent city development, and networked multi-media systems. On the Government side, his staff scientists support the development of advanced information technology systems for agencies supporting national defense, environmental medical research, and educational objectives.
Personal Information
Steve Rizzi was raised in a small suburban town near Cincinnati, Ohio. He attended both public and private schools as a child and young adult. He later attended Wittenberg University in Springfield, Ohio, where he received a Bachelors degree in Computer Science with a minor in Russian Area Studies. Following college he married his wife Beth and began work in the aerospace industry for a small company called SAIC (a company which has since grown to become a major Systems Integrator). In 1987, Steve transferred to SAIC’s office in Annapolis, Maryland, where he continued to work on national defense problems. In 1992, he received acclaim in the technical community for his work in applying specialized techniques to finding suspicious activities in financial transactions. He has since applied his personal expertise and the skills of his staff to challenging problems in information management in large enterprises and on the Internet.

Steve is married with three children.
